●Mikati funds the tribunal outside the budget

On 30 November 2011 Najib Mikati transferred Lebanon's share of the funding of the Special Tribunal for Lebanon (about 32 million dollars) through the "Higher Relief Council" without putting it to the cabinet, after the ministers of Hezbollah, Amal and Aoun refused to approve it and he had threatened to resign; Sayyed Hassan Nasrallah had offered on Martyr's Day alternative Arab and Western funding, and the government avoided sanctions Feltman had threatened.
