On 11 June 2012 the national dialogue committee, chaired by Michel Sleiman, adopted the Baabda Declaration: keeping Lebanon out of the conflicts of the regional axes and the Syrian crisis, controlling the border, and preventing the use of Lebanese territory for moving weapons and fighters. None of the Lebanese parties abided by it: the 14 March forces kept up their secret support for the Free Syrian Army, and Hezbollah later announced its military intervention alongside the Syrian state.
