Before a subcommittee of the US House of Representatives in April 2009, the secretary of state Hillary Clinton said of Pakistan and Afghanistan that the United States had recruited and funded the mujahideen (al-Qaeda) under Reagan to fight the Soviets, that "the people we are fighting today, we funded twenty years ago", and that Washington must bear part of the responsibility.
