After the fighting of 6 May 1988 between Amal and Hezbollah, the party controlled about 80% of the southern suburbs. Damascus massed thousands of troops at its entrances to impose a security plan, but Tehran objected, and the entry was delayed by two weeks of Syrian–Iranian–Lebanese negotiations, with the file tied to the fate of the foreign hostages. It ended with an agreement with the party's representatives in Latakia under which 800 Syrian soldiers entered, then 3,500 on 27 May, with both sides' offices kept open. The first time Damascus needed Iranian consent to move in its own sphere of influence in Lebanon.
