¤Circular 151: the "lollar" at 3,900

On 21 April 2020 the Banque du Liban issued circular 151 allowing dollar deposits to be withdrawn in lira at a rate of 3,900, then 8,000 and 15,000, while the market passed 4,000 and then tens of thousands; it entrenched the "haircut" on deposits and the birth of the "lollar".
